Does anyone have a link to anywhere that can show me how to create a scroll based animation like the one found here:

Scrollorama might do the trick. You'll need some basic coding knowledge to set it up so might need to hire someone if you don't. Just search scrollorama on Google or "jquery scrolling script", etc.
