Script for Uploading and Downloading Files to hosting

I am looking for a script that can download and upload files to my website hosting server. This facility is available on VPS but can a script on a shared hosting do that?? I have found scripts which works as IDE and auto Blog Commenter so I am wondering if there is a script for that.
