scrathcard and instant win websites

I'm wondering if anyone here knows anything about setting up this type of website.
From what I have seen of these websites, even the official ones such as the UK National Lottery website, they appear to be a license to print money.
There is no possible way a site owner could lose money because there will always be some kind of random algorithm behind each game that gives the player a 1in4 or a 1in6 chance of winning. So, at the end of each day, after all your prizes have been paid, your still talking HUGE profits.
I know the gaming, gambling market is hugely competitive but at the same time it's a massive market with tons of people looking for new ways to lose their hard earned cash.
The only thing I can think of to stop someone building one of these money making sites is the regulations and licensing you will need to be legal but even so, if some people are allowed to do this then anyone without a criminal record should be able to too.

Anyway, I'm just thinking out loud here but I'd love to hear what you guys think about this topic. It's literally FREE money for anyone who has one of these sites as a solid algorithm will guarentee you never lose. It's by far the best legal/white hat industry that is totally full-proof. It's a literally a license to print money.

I thought about it, a lot of times. But it involves TONS of legal stuff, plus paypal doesnt allow gambling so its either a crappy method of paiment, either a bank account with direct credit card, and there you dive into a BIG business with ALOT of funds involved at start.

My 2cts advice would be : If you got $100k to invest, its probably doable . Otherwise, don't even think about it.

All the perks are for the wealthy!
I bet just to buy a license costs tens of thousands on its own. (Nothing but a legal form of bribery really.)
