I can create such bot, you would need just to buy proxies

You're gonna need some reliable mobile proxies with that. You can either check the Marketplace section for people offering scrapers with that can do just that or post on the Hire a Freelancer section for help in making a custom bot that can scrape IG IDs for you. Best of luck.
