Scraping Emails - Has Anything Changed?

So with the new data rules GDPR, if I scrape a bunch of emails, phone numbers, etc. of local business owners and put them into aweber or whatever are they going to be a lot more rules? I know GDPR is only Europe but I mean... all of these mail apps are going to be a lot stringent in their policies.

Am I thinking too hard about this?
