maybe add them into email and then import contact from email, or many emails

Try inviting them but not all at once.

Create fake facebook page and invite them there. There(Fake FB page) you like only your real facebook page and subscribe to that. So that, email owners can see your real fb page in fake fb page. So that, your real fb page wont get bad reputation.

It would be safe but if many of people will report your page then it can be banned.
