Scraper Sites, what do you think..?

just googlling mobile ppi, accidentally i find this.

I've been seeing this for the last few months, I think Google shows the exact explanation as the first result picking it out from the top 3.
This applies to only Established and Reputed sites, because i have 4 big sites and in search results my site sits at #1 for a particular Keyword but Google picks up the 2nd or 3rd link and feature that article..
