Scraped emails

I had a question about scraped emails. When you have emails you extracted from a search engines or websites can you just send them emails? How does it work and what should you be supposed to do without getting yourself in problems? I know there's rules for it, but I couldn't find them..

Also I don't know if this is the right spot in the forum to post this I couldn't find any better place .
