Scraped emails from LinkedIn. Is it still viable to cold email?

I tried reading up on email marketing to scraped emails, but a lot say it was only good 10+ years ago and some say it's still very profitable. I'm just looking to get more leads. Is it still a viable option in 2018?
 
Here's my tip: offer value! Have a conversation, spend the first couple emails consulting them for free. For example, talk about their site loading speeds and how it's hurting customer experience as well as Google rankings. Send them screenshots from Pingdom, and show them strategies on how to improve their site speed. This doesn't take too much time and what you're doing is creating a genuine human connection with the prospect.

After you warm the client up, hit them with your offer. Don't be afraid to sell to them! You've already offered so much free content.

I think I've got it down. Going to read up on CAN laws as that's what I'm most concerned about now. It's going to be semi-personal (no name) saying I saw their X and am offering a free audit of their X and to let me know if it's something that interests them. Instead of having an unsubscribe link, can you state "To unsubscribe, reply to this email with "Unsubscribe" and you will be unsubscribed". Do you have any knowledge with the can laws?
 
If you're targeting the right niche with the right message it will work. I would advise to send them and invite first on LK, once they accepted you can download every email adresses from your LK account.
 
Nathan at Income Bully has a cheap effective cold email method - good blog and he's a huge believer if email marketing.
 
Of course it is. I managed to get new clients for an agency I worked for this summer by sending cold emails scraped from LI. But you need to be creative with those emails; try to create a flow of more than just one e-mail; offer them something first, or ask them questions... Send an offer in third email. Keep them short.
