This is why i cant believe google is penalizing people. Everyone can just go spam their competitor instead of their own site lol. There is no way they could be that dumb.

You should not BLAST links to your site. Just build them gradually and with same rate. I had a site just before penguin was launched. I used to experiment some spam links on it and it had some 50k links ..lol!. And the result? I was at no 3 for a medical term beating even WebMD and Mayoclinic. The site made some 4 sales within 2 days for a clickbank product. I am sure it would rise if the penguin wasnt launched the very next day. I was unlucky maybe.
But the point here is that spam will always work till the update. So do it gradual and you will see results. Those who say it doesn't work never tried/tested it

well, unless google is lying, the disavow tool only apply when they manually notified you.

I'm using with success also on tier 2 and even on tier 1. Though, for first tier I'm using only d0follow and High PR blogs dripped for at least 1-2 weeks.
