Scrapebox Paypal Button Error

Hello, I was trying to buy Scrapebox from the scrapebox BHW page . But The transaction is not executed and shows error each time.I search a lot and found that many other people is facing the same problem.I attach an the message which shows after i click on "pay now" button on paypal. I am from France and my paypal is verified and want to pay through paypal balance.My account type is premier. Please help me.I am sure many people are facing this problem .Thanks here is the error message This payment cannot be completed and your account has not been charged.
