GSA - updating frequently and easier in use.
Licorne AIO is another great tool you can use
 
Scrapebox is nothing but a very old and very simple software

can't be compared with GSA
 
If you have time and money, pick up xrumer and make it your goal to know the tool inside and out. If not, pick up Gsa, scrape targets with scrapebox and post away.
 
+1 for GSA. Given your budget, you can also buy scrapebox for scraping sites and for your tier 3 links to blast blog comments.
 
I would recommend SB with as many proxies as you can get. Watch all of looplinescrapebox videos on youtube.
Stay away from so called AA list's and learn how to do advanced operator searches with SB. If your budget allows, get a VPS!!!! Also buy the occasional Senuke gig on fiverr to get some diversity :)

I still count on Scrapebox for trackbacks and Blog comments. GSA for every other link building types..

Scrapebox is mainly a scraper and you can find free ones here
GSA for lower tiers link (guests posts,comments, directories and low profiles and bookmarks )

For links - GSA
For scraping and many other things Scrapebox

Yes scrapebox can make links - but that's not its primary aim (the hint is in the title of the application)
Yes GSA can scrape platforms - but it would be a ball-ache to extract the hundreds of thousands SB can do in a day

I use Scrapebox and GSA 24/7 - and they never perform the same task. Each is performing a task the other either cannot do - or would struggle to do with one 50th of the efficiency

Some of the replies on here are from cretins who wouldn't know SEO from the hole at the bottom of their back.

are you running GSA as tier 1 as well ?

In soft niches GSA can just about do tier one. Make sure you load it up with a ton of content and set appropriate OBL, and PR requirements - turn off the huge number of guest books and directories it has.
Short term having 95% of your links as trackbacks, pingbacks, guestbooks and directories might give you a boost.
Long term these links are almost completely useless (most are transient anyway - ie the URL you post your link on will slide down the sites canonical structure of the site as the link ages)
You can almost think of GSA as "Xrumer Lite" - lots of variation, struggles for the control and exact mix/placement and of course has zero in the way of bespoke/custom coded platforms. The best lower tier linking tool available at the moment
