It is effective for scraping if you have solid proxies or fast server to harvest public proxies. With a lot of added features, it really is worth it.

This is going to be a LOOOOONG thread if all the tens of thousands of people that still use it reply, lol.
Scrapebox is still effective, just like its still true that the tool is only as good as its master.
