Definitely they're not doing the same.
I'd recommend you to read more about what are these tools for. Saying that one tool is better than other is quite subjective and depends of the context. The tools you mentioned are great, but you have to know what the heck you're doing before trying to use them. Remember, they're not magic bullets, just tools.

They will all do better depending on how you utilize them. i.e. in the past, a combination of profile links from xrumer, blog comments using scrapebox to your 1st tier web2.0 links can make it very juicy. Nowadays, it will entirely depend on your approach esp. with the new google updates.

They're all great and they're all very effective at what they do. SENuke and Scrapebox are pretty newb friendly..
