It usually helps if you know a little bit about programming. I'm currently doing what you're talking about in python. Pass to my script a given photo url and get all the 'likers'. There is a limitation imposed by Instagram which is to not be able to get more than 1000 'likers'.

I figured out likes on mass planner but it cant do comments ;(

Hate to say it but just buy a program. Follow Liker is highly recommended. I use it and it's grown my account to 860 organic followers since the last week of February. Followers are picking up because of the amount I have. Now getting 30% engagement. Also, it's recommended to scrape photos of a popular user like Ana Cheri for example and command to follow all the users who commented

Check out my custom built Instagram Scraper. You can scrape both likers and commenters. Instagram limits DO apply (as mentioned above).
