I don't understand your question fully, but yes, Scrapebox can create backlinks. It's not as good as other backlinking software (or maybe I don't know how to use it to its full potential, which is very possible), such as GSA, RankerX, SEO Autopilot, MoneyRobot, etc.... but it can post comments on auto-approve blogs, or it can find you backlinking opportunities (guest posting sites, blog commenting sites, etc.) that you can contact and / or drop comments on.
But even though it might not be ideal for backlinking, I still recommend Scrapebox like a maniac to everyone because it's too good of a software to have in general. If you know how to set it up it can run 24/7 on autopilot for all eternity while you sleep or go on vacation, and it can harvest URLs (backlinking opportunities), it can then clean those URLs (remove the broken ones, remove the duplicates, etc), it can then post your comments / articles on those sites, it can then ping / RSS them, it can check if they are still live, or if they are dof0llow / n0follow, it can check if they're indexed in google, it can then keep track of your rankings, and a whole lot more. And all of these on autopilot, like I said.
But it will take you a few good months of continuous usage to get comfortable with the tool because it's too complex and has so many functions that it might look very intimidating to newbies (I know that it looked like this to me when I first used it

So anyway, yes, you can create backlinks with Scrapebox (if that's what you wanted to know), but the backlinks might not be of the highest quality if you don't personally have / harvest your own list of URLs you wish to post to
