Yes you can file a dispute and get the money back from paypal.

File a dispute against the seller, and claim item was significantly different from described. Talk about your valiant efforts to contact seller through his websites, his phones, his telegrams whatever (Not necessary true), then wait till the second day of Escalation and escalate the case. You win, and he is banned.

Do not accept partial refund ( I will pay some now and remaining later - scenario ) as the seller can claim it as a settlement with paypal.

Escalate the matter first and mention d negatives of the particular seller. Speak about how u were cheated of ur money and d seller sent a damaged or totally different product from what u had ordered. Put a comment warning other customers so never buy from dat particular seller n get scammed!!. File a dispute and m sure u shd get a refund widin 7 to 10 working days.
