I want a full refund of $3050. There was no ad spend, he is trying to charge me for 2 ad account which were not used. He did not do the work. The screen shot he posted was not my ad or keywords.

Yes Greg. Apparently they changed how they treat refunds requests. I used to believe its not something possible but actually they do now.
The issue though is that the buyer should be VERY careful to what they told the support.
Pro tip: DON'T CALL! GO STRAIGHT AWAY FOR THE CHAT SUPPORT. They forward issues in the same minute they receive it.

Just to say that if you contact Payoneer live chat for a refund and you dont get a reply after 2-3 working days, then contact them again.
I recently did a chargeback with Payoneer and after contacting live chat they said they forwarded the case to the payments department. I waited over a week and nothing happened, so i contacted them over live chat again. This time they forwarded it to payments department and after 2-3 days i was asked to provide information.
I provided All Facebook chats + made a video showing the Facebook chat and explaining the situation. I uploaded the video to my Youtube channel as unlisted and sent the link together with a nice message and screenshots in my email reply to them. I really went all out.
After 3-4 days Payoneer refunded me.
