What exactly are SAPE links? Is it just a link farm or are the links actually placed around relevant content? Curious to know.

It's a Russian link network, not contextual AFAIK.
 
It's a pretty huge russian network where you can choose the sites to place your links etc. And yes, you can get relevant links on relevant sites if you need too.
 
So essentially it's a private blog network, but in Russian?
 
There are lots of Russian Networks, not really a blog network, but real websites (well, some). Once logged in to one of the Russian platforms, you can view their websites list per category, and sort them by:
PR, links, cost (of link placement), age etc

I used to use such Russian networks a lot, prior to Penguin updates, back in the days , you could have had top 5 rankings for as little as $100 a month. Nowadays, it's more difficult, but still possible, if you choose your links carefully
 
Sape is not a network, it's a biggest marketplace where people sell/buy links.

If you know how to use their filters well, you can actually find some nice English sites there. So it's not just Russian-sites only.
 
You can buy not only links on sape.ru, but also articles and tweets.
Also you can turn on auto-mode that will buy links automatically, depending on your filters.
 
Since sape.ru is in russian, we english speaking can't understand how to order? Is there any way to order links from sape.ru
 
The pages the links are on are not only in Russian, they're in English and some European languages. You guys seemed to have missed a major defining point of SAPE though: the links are hacked. They are extremely black hat. It's not just another network.
 
Did any of you guys have a tough time verifying your debit card to fill up your sape.ru account. They are sending verification charges (like $0.11) to my account to make sure it is mine. The only problem is they want me to tell them in Russian RUB how much they charged to the card. I even called my bank and it still didn't work. Any advice on how to buy the links once I build an account would be much appreciated.
 
You'll have to find the links that are related to your niche. That takes time and effort. Unless its a super common niche its unlikely that you'll get links from related sources from the packages you'll get from third parties. I've been working with sape links for a couple months now through a third party. I'm now working on getting a sape.ru account of my own.
 
open Google chrome, type the URL (sape.ru) chrome will detect the language and asked you to Translate the site in English (or whatever you language you want) that's it :)

It's russian network for renting links. There are tons of hacked and junk sites, but if you know something about it and speak russian you can find something really good.
Just one little trick - in Russia most of webmasters targeting Yandex as a primary source of traffic, not big G. And if site is under the Yandex filters price of links are dropping dramatically. So you may find them and by cheaper links for you.
Also I'd suggest you don't link it to your primary website, because of filters.
