Sape Links, does it make sense?

Hello! Well, I have bought a link building package from a reputable seller that was about having some web 2.0s as tier 1 to my website while tier 2 was some sape links pointing to the web 2.0s.
What happened is that I noticed those web 2.0s contained "nofollow" links to my money site. So I questioned the seller concerning it and this is the answer I got from him:

"The link juice from the sape links is still passed through the web 2.0s regardless of their status in terms do-follow and no-follow.
The same goes for indexing.. most of the time web 2.0s simply won't index or show up on regular 3rd party tools.. this doesn't mean
the power isn't passed, of course it is. Its important to have a variety of different link types coming in with these to keep the profile as natural as possible."

Does this make any sense at all?
 
I think he might trying to fool you...Since you have web 2.0 as T2, you don't need to be afraid if the web 2.0 got penalized, so why he did no-follow links to your site instead of do-follow.

If let's say the link juice still passes through no-follow, then wouldn't it be better if is do-follow?
 
Although no-follow links are also good enough, when tiering up, its important that all your tier 1s and do-follow especially when paying for a service.
 
Looks like seller has already answered your question.But still it's a good perspective to build links all the way possible to make your link profile diversified.
 
Link juice is not passed over no-follow web 2.0 links.

They are called no follow links for a reason.
 
He is wasting sape links which are paid links by pointing them at no-follow web2.0s.
