Whoever claims there is no sandbox is either a clown with no experience on SEO or whatsoever , or someone who used an aged domain because indeed there is a filter for the new websites . I might last from 1-3 months but it all depends on the velocity of the links , really

before you start doing some off-page stuff consider creating a plan earlier and then implementing

Regarding Bing and Yahoo I dont think they have such filters but not sure

There is no sandbox. You can't justify a bad attempt at ranking a site with a mythical excuse.
