Most things google says about their search engine are blatant lies. Have content and build backlinks, also most blackhat things goolge say they patched or tell to not do works.

Of course the "sandbox" is real. It is simply another term for "shadow ban". The effect is the exact same: preventing you from getting organic traffic.
Google does this on Google Play and YouTube, of course they also do it on Google Search. They don't want new websites/videos/apps to immediately rank and get organic traffic. They want you to buy traffic, spending money on Google Ads.

shadow bans apply to sites / accounts / users that may have been active previously, sandbox (from what I know) applies to new sites only that haven't yet gotten impressions and clicks
