Sanctions for getting caught cloaking on GADS?

Hello everyone. I am a web developer and a digital marketer interested in cloaking.
A lot of clients ask me about it, and reading through this forum I think I have enough understanding over the technical side of things.
I also realize that I might get caught doing it, and have to repeat my steps while fixing my mistakes, time and time again.

My questions is this - How much do I need to hide my self, if I don't want any white hat google accounts that I have, both personal, and of my clients, to get hurt?

Will google block my regular accounts? Do I need to use another identity, fake phone numbers and emails and a VPN?
Do I have to go as far as getting someone else's credit card?

I can not risk my clients account getting harmed by this.

Look. There is no cloaking technique that is 100% safe and will never noticed by fb or gads. It's just matter of time.
