You can use the same image in multiple accounts. There are twins in the world anyway.

the curious question is - do you have the means to make multiple
profile pics , it will be better in the long run. personally when i
see multiple accs with same pic i just block them.

i see tons of accounts on fb selling beds all using same pic
and profile / i bin block them. so having varying profiles is better

Less than 4 accounts having same profile picture will not be problem. But still if the profile is not churn and burn, have a different profile pic. There is not so much needed for this.
