Same brand, multiple TLDs, Duplicate content penalty???

Does Google penalise a brand for having separate TLDs with duplicate content?

So this is a debate we've been having in our office :

We have a popular .co.uk ecommerce store.

We also have a .eu domain and a .de domain.

The .eu is a straight copy of the .co.uk - word for word

The .de is a direct translation of .co.uk - word for word

Is this harmful for SEO? Does Google penalize for duplicate content or does it recognize that it is a brand?

Our .co.uk ranks #1 for very competitive keywords, however, for the life of me, I can not get our European websites to rank well. I'm wondering if it is because of the content issue...

I know the obvious question is "why no subdomain" but Shopify has major limitations meaning we have to host them seperatley :-|

Interested in anyone's thought or advise!
