Check out the marketplace. At the top there's a bunch of fixed topics about how to open a BST. There's like a whole encyclopedia there on how to buy a sales thread (yep it's $30 or so but it's cheap AF if you ask me)

To sell on BHW, you have to upgrade your account to Jr.Vip or to Marketplace Seller: https://www.blackhatworld.com/account/upgrades

For the Jr.Vip upgrade, you need 60 days old account and 100 messages.
For the Marketplace Seller, you can upgrade right now.

Responding to your question, after you bought the Jr.VIP upgrade, you have to open your BST. The fee is $30/BST + another $30 for each edit. Opening a BST should be according with the forum rules, so your service will be inspected by one of the Mods.
