for homepages, branded anchors should make the bulk of your anchor texts (I'd say 60-70% of the total anchors), but not just exact branded anchors, also mix partially branded in there too... And also naked URL anchors I've heard that work well for homepages too, so you might want to use these too...
for inner pages, get a mix of everything except for branded anchors. That is, generic anchors, naked URL, exact anchors, partial anchors... The ratio will obviously differ from one case to another (niche, sites, keywords, number of total anchors, etc), but you want to aim for maximum 10% exact match anchors of all total anchors that are pointing to that page (not site, but page, keep this in mind!)
The exact anchors are the most sensitive ones and can trigger penalties the fastest, which is why it's not recommended to use more than 10% exact match anchors, but ideally not more than 5% (keep them around 2-5% and you should be OK in most cases)
