Safely Host Copyrighted Files

If you were going to make a website that let users download music, movies, books, and games for free. What would be the safest way? So you dont get in any trouble and end up owing tones of money? Would the site need to be hosted somewhere where there are no copyright laws?

well i just did my own research and found PRQ web hosting in sweden. they host pirate bay.
