Safe pages just ripped from other sites

I have always been told to make unique safe pages with unique about us, privacy policy etc but some safe pages I just paste the text into google and find the original site that has been copied.

So what is the real beef here. IMO from what I see you can just httrack a site and put it up and change some bits and bobs and pass it off as yours.

Just keep it unique if you are not lazy

As long as the original authors don't catch you and competitors don't report you, this works as black hat method for a while.
