No using so many wordpress subdomain is not a good idea. Sure you will be banned.

My suggestion would be selecting a wordpress site a great niche is the main thing among everything.

Most of the time i create either shopfiy stores or just a simple html page. - you can do this urself or real cheap if you follow a template.

My suggestion would be using wordpress with a good cloaking process in it.

We have faced this issue many many times. Using templates takes way to much time to make decent and quality safe page.
There is always a possibility to check fiverr/flippa or some other similar sites for cheap 'ready made websites'.
The one I used for some time was:
http://www.getreadywebsite.com/
It's a monthly fee and you get like 50 of them, download all and just cancel subscription. Basically like 1 usd per site, which is not bad if you need loads of them.
Now we ripping blogs mostly, as they are unique and have loads of content.
or if anyone have some source for ready made websites with decent amount of content, I'd be down paying 10usd per one.
