Many people seem to be afraid of cloaking, but in my experience, if done correctly, small changes in material for various audiences can be effective. How can cloaking be tested without running the risk of fines?

First of all cloaking isn't always blackhat. You can cloak for several reasons, especially targetting and fraud prevention.

As for blackhat cloaking, there is never a 100% safe way, just gotta assemble the pieces right so it works

Depending on the campaign, yes. Prior to scaling with paid sources, I often test on geo-targeted organic traffic. When you experiment with cloaking, what kind of traffic do you typically use

It's true that content-level cloaking is ignored. The setup blends in lot better and typically generates less reviews when you're only changing what different visitors see instead of redirecting. Overall, it's a more regulated strategy.
 
ive used cloaking setups before and to test safely without big risks, start small with low budget traffic and server side only, never js based. use multiple detection layers like ip asn checks + user agent + referrer filtering before showing anything different. test everything on your own domains first with cloaking checkers and rotate white pages regularly to avoid patterns, biggest thing is keeping white pages super clean so u wont end up getting ads down while ur problem wont be the clocking setup itself!!
