Imo, For a new site, 5–15 quality backlinks per month looks natural

But I agree with most posters, around 5-20 per month should be enough in the beginning, but make sure they're quality links...

Also, try to link to homepage with branded anchors mostly. and to also link to info pages more than to commercial ones. Also aim to link to pages that are already getting traffic, otherwise it might look suspicious (because who links to pages that they've never visited?)
