You may try rbc, probably. Last years it had own servers and that time people complained only for high price there. At least at sharing plans we did not have technical troubles with them for years.

Or, it would be better to ask guys in Russion SEO forums like searchengines(.)ru or seobuilding(.)ru. Another good place to find critical comments is hostobzor(.)ru Seo-related people, as a rule, can communicate in English. Though I am not sure Russian hoster would be able to cover you if you will have serious problems with law.
