I've been tempting to do this, do you just make accounts and use other people post as content? won't instagram ban that account for using other people's content?

That's one of the common methods for IG marketing. Create several fake/child accounts/fan pages, promote them using follow/unfollow, keep giving shoutouts on them for the main account, mentions in comments of own posts, mentions in caption and mention in bio. Also you can mention in DM to all new followers of each accounts.
