running mobile offers for computer traffic

may sound like a stupid question but does anyone have experience with running mobile offers with traffic coming from computers? will a network still pay or do they need that traffic to come from mobile phones? or is the idea of mobile offers just to make sure the landing pages fit phone resolutions and they dont care what kind of device/machine the traffic comes from?
