Hi.
I created a new domain and build a simple website for cloaking. Is it better to run some ads on that website (which is fully eligible) and then start turning on cloaking and showing "black hat" page to people who click, or does it have no effect and I can start running an ad with a cloaker on from the beginning?

Running a few legit (white) campaigns on your new domain before cloaking can definitely help build some initial trust signals—like a clean payment record, ad approval history, and engagement data. It doesn’t guarantee safety, but it can reduce the chance of immediate bans when you flip the switch.
That said, if your cloaker is solid and you're using clean creatives + warm landers, many do run cloaked campaigns straight out the gate—but the risk is higher (especially with fresh domains + BMs).

If your goal is to warm up the domain, running clean ads for a few days can help build trust and ad history before cloaking. It may slightly reduce risk early on, but Google still catches most setups eventually. Just keep in mind you're playing a risky game either way, so don’t expect long-term stability.
 
The issue is not putting it on hold, but successfully re-verifying the advertiser. I am looking for a way to do this. In the meantime, thank you all for your comments and suggestions.
 
AI detection has leveled up Google now catch cloaking via behavioral signals and even hidden crawler activity so warming up won’t stop that. So even if you warm up the domain with clean ads, it won’t bypass AI-based cloaking detection
 
Before applying cloaking, you need to get the ads approved first so that the IPs used by Google bots see the same page as before. This is because Google Ads bots keep checking your domain page repeatedly after a few hours to verify if the content has changed. If it has, that’s usually why your ads account gets blocked.

So first, run a few campaigns and warm them up. After that, use cloaking on your black hat setup so that you don’t run into issues.

Another option is to get a crypto certificate for your Google Ads account. With this certificate, your account won’t get banned, just like how government services have certificates available. There’s a similar certification process for crypto as well.
 
One thing that doesn’t get talked about much is domain history outside of just ad activity. Even if you warm up with clean ads, Google still checks DNS history, SSL records, past WHOIS data, and sometimes ties that to previous flagged behavior. Also, how’s your safe page structured? Static or dynamic? A lot of bans I’ve seen lately come not from the black page itself, but from weak safe pages or bad switching logic. Might be worth rechecking that flow too.

as long as you cloak everything as it should be cloaked you shouldnt have any issues. runingn ads using the white page for some time and then switching to the main bh page is useless and thats not how things work

From my experience, it really has to start with a warm-up campaign, and then gradually transition into blackhat.
 
Start clean with the legit site first to build trust and history, then slowly introduce cloaking once things warm up. Jumping in with cloaks right away usually gets flagged fast.
