Running Gambling ads in restricted countries - How??

Hey,

I'm going to start running gambling/casino ads and I see that I have to apply for a license to run in a lot of countries, and the countries where I cant apply its simply not allowed.

However I see people that are running gambling/casino ads in countries where it's supposed to be restricted/not allowed. Do any of you know how they are able to do it?

They are cloaking their ads.

Ah ok, cool. Is there any way I can check if they are doing it, and maybe how? Just so that I can analyze what I need to do?

Ive got an google ads Casino license to use casino keywords (but only for a small list of geos) but i tested it in other geos aswell and its working fine.
