Just created a fresh BM and I don’t want to go through the verification process yet. Can I still run conversion ads if I add a page and domain properly? Any limitations?

You can absolutely use that BM to run your business and manage your work. However, it will have some limitations that you need to note such as the advertising budget will be limited, you cannot run large ads, and it is easy for Facebook to scan and request verification at any time.
If you are a large business, you should use BM to verify by searching for accounts from reputable suppliers on BHW.
If you are a small business, or are testing a product, you can use the BM you have created.
