Here's a tip, if you buy a chatgpt licence and describe your problem with coding 9/10 times it will come up with a feasible solution and you don't have to ask around.

Once you get big enough, people just post on your site and all of a sudden you have unlimited content. However, to start, almost all of them just scrape from other sites. But the ones that do decent scrape from other sites WHILE adding unique and original content the internet hasn't seen yet.

Why not just scrape content for your website?
Just make sure that there's a watermark for the porn comics and basically, when you offer just a database, the original creator of that content gets something out of it.
You're obviously getting free content for your visitors to enjoy, but they get something out of it because they get to publicize the program or the official website behind the comic.
It's a win-win situation.
The way to get around this is to look at other sites that are already doing what you're doing, which is basically just showcasing other people's work for traffic and scraping them.
There are all sorts of freelancers here who can build automated bots for you to scrape this either through the web or through a specific application.
I don't see it costing all that much.
That's probably the fastest and most efficient way to accumulate, as you say, an actual database of content.

This requires you to work with a large number of comics creators and obtain their works legally.

this is only true for a handful of sites. Even pornhub relies on uploading their own content.
