I live in France and here police will send a commando to arrest you in the middle of the night for doing this
So im wondering how to really be anonymous, not just hosting but also payements etc

Hide yourself, your IP and use an offshore as people said. Check the laws in your country. Hide yourself as much as possible.
I live in Norway and they aren't as strict with piracy here as far as I know. You can basically download anything from torrent sites without even using a VPN or Proxy. You won't be getting any cops on your door.
Not to hijack your thread but I also wondered how would be the best way to monetize this as I am also looking to set up a streaming site but it's not for movies but another niche. Also, what would be the best way to get traffic. I know social media , forums and reddit but it's a bit more complicated than that.

To topic:
Ukranian / Russia hosts are the safest, make sure you pay only with BTC. I recommend v-sys.org and veesp.com , both bulletproof.
And if possible, move to the country, that the copyright law are "ignored" or not so strict, such as Malta in EU or Hong Kong in Asia.

Monetize it using CPM and CPA networks. You could make $20k monthly easily with them.
To get instant traffic, social media is your best bet. Platforms like Pinterest and fb groups are good for a start. For higher CR, go with organic traffic.

An encrypted HDD/SDD with the OS and Data is enough, like VeraCrypt. And set in Laptop so, that when the lid closes, it hibernate automatically, so the contents in the HDD will be still encrypted.

What did I missed? How I wish to earn that 20k$ per month easily, -_- Been doing this venture for 2yrs+ now but cant even reach 500$ per month. But still dedicated everyday.
