running a link directory should I allow free links?

I setup 3 brand new directories. Actually they were old directories running outdated software and I finally just scrapped the db and started over. They are brand new, no links yet (except for 1 I sold already).

Should I open up the link directory for free submissions to get it populated or leave it paid only. Not sure what people buying links would prefer.

Starting out you will make more leaving it free and monetizing the traffic.

I am a new comer in this kind of sites. I am surprised to see that here any kind of links can be submitted. such as iPad is the popular thing in the world.I did not know this site before.
