Run my own pin submit offers

Hi, i'm a email marketeer and i have sent email for many years, a few weeks ago i started making some money with pin submit offers and to buy traffic online.
Now i wanted to run my own campaign, if possible a pin submit offer. Anyone knows a way to create my own pin submit offers or a service/network that provides this feature ? i knew a few years ago there were several companies with those short numbers that if you replied you submitted to a weekly payment, this is similar but i wanted to create my own offer instead of promoting other people's offers.
