Yes, you're correct however you can rank for keywords using white hat / black hat or a combination of the two.

Generally speaking your first tier links should be white hat. This helps avoid penalty. Then you want to juice up those properties using black hat.

I concur. White hat is good for new sites and blackhat better for a bit older ones, atleast i got this impression from reading here.
