I'm looking for something that can take RSS feeds , text , keywords and use them to create html websites with some sort of template system

If you server supports ASP.net there is a free tool. Just google RSS2HTML asp

Carp Evolution is a better script which creates pure HTML code and not javascript based code created by other free scripts.

Feedburner creates pretty good html out of RSS. It also have the SmartFeed options, which will re-translate your feed to many other formats. Also FeedBurner can have e-mail option.
