Photos around the web are not free, usage can be tolerated sometimes....

That depends where you get the pictures from. To play it safe I get most of my pictures from flickr by using the Creative Commons option on the search page.
I look for pictures that explicitly allow any use, modification, derivative works, etc. Usually, there's something available that is free and suits my needs. If they want credit back I gladly give it as it makes my site look more reputable IMO.
