Rotten profile, is it only a belief?

People sometimes says that when your account is not doing well, it's better to start in a fresh one.
Is there any real proof that your account is being traffic limited, or that even Instagram does things like this?

I believe it. I used to get alot more traffic (likes) than before. Nothing's changed on my end.
