Strictly speaking, it's the IPs that the proxy rotates, not the proxy itself. If proxies with rotating IPs are what you're looking for (proxies that lets you change IPs with a press of a button) then you'll find some postings here by sellers on the MarketPlace section. Should be able to find testimonies on those too.

I think residential proxies would be the best for your use case as you only are charged for the data you use rather than each individual proxy.
