Road to SEO expert ( I am a newbie) Help needed !

First of all, thanks to those who are sharing all the valuable content and information in the forum.

I have just started my own PBN(blogs) and i have been searching for various ways to generate traffic.

I have figured out that 1) building backlinks and 2) posting SEO-orientated articles would help me increase traffic. Here is my question;

Which one either 1) or 2) would be more effective to acheive long-term traffic if i had to choose one of the methods only ?

This is because i am looking to spend money on one of them now.

Generally speaking you need both; however, if you had to pick one, I'd go with creating content. Reason for that is, if you create high quality content that is of interest to people in your niche, you would in theory start to generate backlinks naturally i.e. not having to pay for them (the most whitehat technique to building links).

Backlinks are important, but they're more of a short-term boost and can be volatile with Google's algorithm shifts. Solid content will keep pulling traffic and can naturally earn backlinks over time.

I would recommend you investing in SEO content first since you have budget issues. When you have around one hundred posts, you can go backlinks.

So basically you need both but if you choose one after another it might be a good choice for you.

As described both are important. At the start, you can focus on the on-page site structure, targeting the right keywords, creating more valuable content, & promoting them on social media with proper internal linking. If you provide high-quality content, you will gain some natural backlinks and then you can focus on investing in the paid backlinks.

Here's a strategy that's evergreen, low cost, & it never dies.

Find a low competitive niche or a low authority niche website.

Collect all top 5 ranking pages for all the easy keywords.

Create a structured content plan based on the serp pages Collected above.

Include the info from all the pages plus fill any content gap if there.

Build only a few relevant top quality links similar to the competitors.

Connect GA & GSC and leave it for a while until it Indexes.

Then monitor your rankings, in most cases it won't outrank others but would come somewhere near to them.

At this point start building more links just like above but don't be aggressive with your linkbuilding.

It should look natural so dripfeed backlinks in a irregular pattern.

Also keep adding relevant content to your website.

You will see good progress in 3 to 6 months.
