What I am saying is that the page on which the ror was created would probably at max have a pr of 1(that too is rare) which means that the page isn't that strong to hold back the hundreds of thousands of backlinks we are going to spam the ror page with.You serious? ROR is authority site. It will have no effect even if you spam it...Tried and tested. Maybe you can try and see if it works and also the better way is to just push those pages down. That's how I have done it and it works great, long term too.

If you spam the same page with the same keyword with spammy backlinks, that too hundreds of thousands, google is definitely gonna get angry over it and maybe they wont de index it but they are sure going to teach the page a lesson by de ranking it. I have tested it on amazon and its working as a charm, I'm not giving the actual technique here as it would be crazy, although many would be knowing it already.
You indirectly mean to say that once you create a big authority site, you are free to spam the pages you want to rank for, with the keywords you want to rank for and you would be all good cause you are an authority now. Yes Netmoney I know about there stupid arbitration program. But I have read horror stories about it not working, ROR demanding more money and the "Original" author has to agree to it and come up with information supporting their case which most of the time they can also falsify.

They might correct some false statements on the report, but the page will still be intact, which mean it will continously appear in SERP. OP's bussiness will continously effected negatively by that page.
Google have to comply with a court order so if you were in the right and won an injunction that page would be gone in 60 seconds.
Arbitration is probably the best way to go but it shouldnt have been too hard to bury the page especially as you have a budget. {your-name}. every possible TLD out there. Pay someone $30 a site to put up content,pictures and a video. Go again with 20 + web 2.0s. 25$ to 40$ a site basic seo would have them well ranked. In the last two weeks Ive hammered pinterest and now four of my boards are ranking page one for the term I'm after.
Im not saying its easy but if you have money to spend there are plenty of people that can help you.
