The owners of Telegram, the brothers Nikolai and Pavel Durov, are also the creators of VK, the largest social network of Russia.
They are billionairs.
They are also known for launching one of the most successful ICOs ever, raising $1.7 billion from investors to create TON, a blockchain system.

Everything but the last part.
TON has failed (which is unfortunate, of course) and the whole TON story smells like billions of debts to return to the investors.
Both Durovs deserve respect though.
